Why is Chuck after Emily and Matt, and what makes the key so important?

As a result, he lost his CIA job, his pension, and even his dog. While Chuck’s primary goal is financial gain, he admits that eliminating Emily and Matt would be a satisfying bonus.
The key, which serves as the central plot point in Back in Action, originally belonged to another villain, Balthazar Gor. Its true capabilities are revealed near the film’s conclusion. Chuck demonstrates its power by hacking into city servers, using it to control London’s electricity and turn off the power.
He also lowers the Thames Barrier, creating the potential for massive flooding in the city. Although a participant at the auction intends to use the key in Paris, Chuck’s death prevents this plan.
