Midway through, Blake Masterson, a desperate and aggressive bureaucrat, arrives to confront Ian Ross, demanding an inventory of his resources under the guise of taxes. Hungry and scared, Masterson leaves with a warning, threatening to return with a SWAT team. Concerned, Jeff Eriksson convinces Ian to prepare for the worst.
